Is there an age limit for young actors to be involved in a sex scene?

As in probably from 15-17, without any nudity. I think they're still allowed to do it if it's you know just like kissing and whatnot and the audience is supposed to indirectly realize what they're doing.

They have to be 18 to participate in any sex scene, nudity, or simulated sex.
